I am not a native speaker and some words don´t seem to be Turkish.   I think in general the message says " I can´t reach my people but serious joke I am telephone "retard"  then something of a meassage about a basically component that requires some decision.  This person says they will take a class and exam in the ´field".  

(I am uncertain about the second paragraph maybe")  "Pray for my benefict and the I will be able to be in "D.C" in April especially .... (somekind of idiom)  you are able to see"

 I am an unreachable person...but really i am a phone handicapped and i am so undutiful. I will have a lesson from you about "The Basic Components of Telephone and The General Decisions to be a Dutiful Person". (Basket sahasýnda sýnav olurum - i didnt understand what he/she means)

I am an inaccessible person... but really, aside joke, I am phone-defective (I have a problem with using telephone) and I am very undutiful. I will take a "Basic facts of telephone and general rules of being a dutiful person" lecture from you. I would take an exam at basketball field.
