"where is (name)? he doesn´t answer my call.. his phones are off.. he never calls back. what is happening?"

 ..... nerede ? Telefonlarýmý cevaplamýyor. Telefonu kapalý.   Asla beni aramýyor.    Ne oluyor ?

just a suggestion; maybe you can add something like "my attempt" or "I am not sure" when you are not sure of your translation?

Can anyone (preferable a native English speaker) tell me if there is anything rude in what I have written?

Absolutely not!   I think this is accepted translation forum ´manners´  -  if someone is not fluent in both languages then their translation is naturally ´an attempt´.
