They dont need to be gay to speak like this with each other...I heard it and nobody was upset. Depends on the tone you use i think. You can say like this to a closed friend who can help you but doesnt want...I also heard : ibnelik yapma ! this doesnt mean ´dont do homosexuality´..

Calling someone "ibne" is not safe, even when you are 100% sure he is a homosexual.
Asking someone not to behave like a homosexual is extremely crude at best, but can sometimes be tolerated as a form of "figurative speech".
