If you´re not Turkish I don´t think you´ll be able to do so. If I´m not mistaken, there are several professions that are only open to Turkish citizens, and I think doctors are in that category. 

In order to work as a doctor in Turkey, one has to be Turkish and has to study medicine in Turkey.

There has been attempts to change these recently but they were not successful.
