Does anyone know what this sentence means?

-Hem bana "kýzma"! diyorsun, hem de kendin kýzýyorsun.

Don´t really understand the function of "hem" in that situation.

You are either saying don´t be angry to me, or you are being angry yourself..

hem....................................... hem de

either...........................................or

 in one hand,

you are telling me "not to get angry" but

on the other hand,

you are getting angry yourself
