its and old word from Ottoman Turkish for instance famous düyun-u ummumiye, but not used anymore, so i dont think so

Its only mistyped not economical thing. However "Düyun" comes from Ottoman Turkish and you are right about "debts"

This translation makes most sense to the context! It was by text so dunno if mayb thats why it was a bit of a typo...
