but "pain of death" should be "penalty of death"?

the sentence is correct. this is written on IELTS exam. it is very difficult to understand....

This phrase ´on pain of death´ is perfectly correct and is an English idiom - but I think it is fair to translate it using ´penalty´.
Tureng translates it as: ölum cezasýyla
