I always thought that this was specifically Dutch (boerenkool) but on Wikipedia it says it is the basic nourishment of the East Black Sea region. Does anyone know where I can buy this?

Not sure but you may find it in Bazaars. By the way there is kind of it peculiar west black sea region called "mancar", i dont think many Turks heard about it ...
