HELP! Any turkish people here??

 

Does anyone know where to get this in turkey?

Me and my fiancee are trying to apply for fiancee-permit, so he can come to Norway, but he need this paper with Apostile-stamp. According to the embassy it´s so easy, and everyone in Turkey knows about this paper.. but obviously not...  HELP!!
