Well - it is a 'fancy dress party'
where everyone dresses up as either a 'tart' or a 'Bishop'.....
good enough explanation??

Ladies are expected to dress, speak and act like tarts (as they imagine how tarts do these)

The Gents can be in any cleric attire, ie hermit, priesti bishop, cardinal or pope. All must be dignified.

It is hilarious.....
