It means literally: to pull the rope

Imagine the thing you can´t wait for is at the end of the rope. So you pull the rope to make it come near you, to make time pass more quickly.

It is (as far as I could see, which I have to admit is not so much) the most used expression to say: I can´t wait

A similar one I know is ´dört gözle beklemek´ - ´to look forward to´ - not quite so urgent as ´can´t wait´ though
