Yes ... you have the right idea. ´No no´ is often said to a child who is about to put his/her fingers on the hot stove or flame ... or a child who is about to do something the parent does not want them to do ... something unsafe or against the rules of the house. It is used as an imperitive, I believe, in this case. Then, ´no nos´ are used a noun to talk about things a child should not do. Example, ´Taking the toy away from Billy is a nono, Sam.´ It is used with children commonly ... but an informal reference at any age to things one should not do.
