Hükümsüzdür ne demek?

Hello all!
Wandering around turkish web sites, I´ve found a site with "classified ads" ("seri ilanlar"). I have noticed that every announcement about lost item ("kayıp") ends with word "hükümsüzdür", like:
Nüfus cüzdanımı kaybettim. Hükümsüzdür.
At first I thought that it means that these identity card is invalid, or maybe whole announcement is already out of date (because, for example, the lost item has been found) - but I think that in this case this word would not appear in every announcement (even from today). Does this word has some another meaning here ?

When you lose an official document like your ID in Turkey, you have to announce that this copy is lost and if someone else has it, it is invalid; so yes, "hükümsüzdür" is an official way to say invalid.

Thank you very much for explanation. What if somebody find this document later and give it back to the owner (for example, before owner gets a new copy of the document) ? Is it still invalid because it was announced as "hükümsüz" (and so the owner has to wait for a new copy) or can he or she use it again legally ?

No. It is invalid. Once you announce that your ID Card got lost, it loses its validity. In Turkey, when a citizen loses his/her ID Card, (nüfus cüzdanı he/she must announce it by Official Newspaper and applies Prosecution Office for new one and previous one becomes invalid.

No. It is invalid. Once you announce that your ID Card got lost, it loses its validity. In Turkey, when a citizen loses his/her ID Card, (nüfus cüzdanı he/she must announce it by Official Newspaper and applies Prosecution Office for new one and previous one becomes invalid.

Newspaper adds are no longer necessary. Just report your loss to the Authority; they will issue a new one for you, but you may have to pay a fine.
Pay the fine and obtain a new certificate immediately, if you have lost your ID. Terrible complications may follow, if you neglect immediate action.

"hükümsüzdür" here means, i have lost it, if someone else find and use it illegally, i am no longer responsible for it.
