My attempt as a learner

Sapına kadar erkek olsan da = if you were man enough too

kadına el kalkmaz = he/she doesn´t raise a hand to a woman

 you want to say "hit" ? Even if you are man enough you dont hit a woman ?

(kadına) el kaldırmak =  to raise hand in order to hit (to a woman) (or could be çocuğa = to a kid)

In the phrase, there is no "hit" but it comes as a result of the verb "to raise hand"

 It would be better to say "If you were" than "even if you are" because we are suggesting that he is not a real man because he hits his wife (only cowards hit women)

 

So If you were a real man, you wouldn´t lay a hand on a woman.
