yea we use that when someone is madly in love , we say

they are like a love sick puppy

 In fact , we have smilar saying but slang which is ;

 köpek gibi aşık ---> in love like a dog

 Birbirlerine köpek gibi aşıklar --> They are in love for eachother like dogs [ They love eachother madly ]

but as I said, its slang, not very polite to use..
