Can someone explain this to me?

 Again , there is play on words here.

gözünü birşeyden alamamak ---> not be able to take your eyes off somebody or something.

Because there is " Ne...........ne  de " form here, we write positive form  but actually it has negative  meaning .

Ne ............ ne  de ---->  Neither ............ nor

göze almak ---> to take risk

 

I , neither was able to take my eyes off , nor take risk.
