 hazır = ready

 başkası = other

 başkasının üzerinden = on [from] other´s

 geçinen = one who makes a living

so that would be,

 someone who makes a living on [from] others

in other words as you said ; one who sponge off others

but "hazır" doesnt look good in this context.

if we force "hazır" to put in this context that would be ;

one who is ready to sponge off others...

Actually if we want to adapt "hazır" to rest of the sentence ;

Başkasının üzerinden geçinmeye hazır

One who is ready to sponge off others.

another usage of "hazır " ;

hazır sen burdayken bu işi halledelim --> while you are here lets get this sort out.

hazır onlar dışardayken sana birşey söylemek istiyorum ---> since they are out,I want to tell you something. [ I dont want them to hear what I will say to you ]
