kuruluşun 297. yılı = the 297th year of its establishment = its 297th year

X-a ..... la girdi = entered X by .....

Mayor Kadir Topbaş, performing the joint opening of the new fire stations, drew attention to that fact that İstanbul Fire Brigade is one of the biggest fire brigades in the world, when counted by vehicular equipment.

I agree, it seems like part of a sentence. Dikkat çekerek should have something after it. I turned it into a full sentence to make it flow. Really the Turkish is like "drawing attention to..." but then you need 3 dots at the end as it doesn´t end properly.

açılış = opening (official opening ceremony, cutting a ribbon etc)

toplu açılışı = opening a group of things all at once, bulk opening

Oh thanks for the quick and comprehensive reply and also yes it was my mistake after çekerek I thought it was a full stop but looking at it now there is a comma which explains the confusion!
