My try (ignoring the missing word): Before 6:00 in the morning (?) a fire broke out on the top floor of the 3-storey building, situated on Eminönü Küçükdolap Street. All corrections are welcome

 The correct way should be "sularında" [around] instead of "sıralarında". Therefore that is ;

" 06.00 sularında " ---> around 6 am. [6´sh].
