What does this headline mean?

My try is: Since the opening (it) became an event. But I´m not too sure...

I would also ask for help on the subheadline:

Tamamlandığında dünyanın en büyük yargı tesisi olacak olan Kartal Adalet Sarayı daha açılmadan tam 16 kere basında yer aldı

I can´t figure out if the expression tamamlandığında suggests that the building has been already completed, or maybe it´s about to be completed. And also the second part with "daha" confuses me a little. Anyway my attempt on this part goes: Eagle Palace of Justice, which is about to be finished and will be the world´s biggest institution of justice, has more (?) appeared in press 16 times since (?) the opening.

By the way it seems a bit funny to me to use two forms of olmak: "olacak olan" next to each other. Is it allowed to eliminate the word "olan" there? It seems to me that "olacak olan" means "which is the one which will be", so leaving "olacak" only we´ll say "which will be", ain´t these the same?

There are two gerunds here which you didn´t recognize, sufler.

1. aç|ıl|ma|dan = stem + PASS + INF + ABL and it has a special meaning ´without´.

2. tamamla|n|dığ|ı|n|da = stem + PASS + PART + POSS + -n- + LOC and it has a special meaning ´when´.

So My Try is going to be

Became an Event Yet Not Opened

Kartal Adalet Sarayı, which is going to be the World´s biggest Institution of Justice when it is finished has appeared in press as much as 16 times even though it wasn´t (without being) opened yet.

I wonder about one more thing: which part of your translation is the equivalent of "daha" which appeared before the verb in the Turkish sentence?

"As much as" or "even though"? I´m just not sure, because the only constructions with "daha" that I´ve known so far were daha + adjective (more ...) and bir + noun + daha (one more...).

daha + a verb which is negative in meaning ´yet´
