 Yes you can.

"Ne soru ne [de] cevap."

------------------------------------

Ne...........ne de  ---> Neither .............nor

it is the correct way with "de" however in daily speech some people say without "de".

If the sentence was complete the predicate could be either affirmative or negative, right?

The predicate would be affirmative since the meaning is already negative.

Ağzından ne bir soru ne de bir cevap çıktı. ---> Neither a question nor an answer came out of his mouth.

I asked because I found this in the dictionary:

 

           Bundan sonra ne Sarıyer´e, ne Marıyer´e hiçbir yere gitmez.

 

There seems to be three different negations. Is it wrong?

But it is not the same.Two real item should involve.

As you know Neither … nor´ is used in sentences in a negative sense meaning "not this one nor the other, not this nor that, not he nor she, etc.

whereas in your sentence the first item is a real place [Sarıyer] but the second one is made up word by deformed repetition [ assonant doublet (e.g. ıvır zıvır, kitap mitap).

Your sentence is more like ; From now on, Sarıyer  or Marıyer [somewhere else][it doesnt matter where else],he wont[wouldnt] go anywhere.

I think there must be another verb in the sentence. "gitmez" only belongs to "hiçbir yere".
