hayır arkadaş öner dedı öner dım siz bilirsınız ister ekler ister eklemesınız

It´s from facebook. Seems to be very colloquial/slang message...

My try is: No. It said "suggest a friend", suggest dım(?) you know, [he/she/it] wants [he/she/it] adds [he/she/it] wants let you not add (don´t add!).

Frankly, I don´t understand the sense, so I ask for help.

The person suggested me a friend of facebook and I asked her who that person is, and if I should add him. And she replied with this text.

My Try:

Türkçesi: Hayır, arkadaş öner dedi önerdim. Siz bilirsiniz ister ekler ister eklemezsiniz.

İngilizcesi: No, a friend told me to suggest, I suggested. You know whether you add him/her or not.

siz bilirsiniz"

here, the phrase "siz bilirsiniz " means " it is down to you", " it is up to you"

Is it allowed in colloquial language to mix the 3rd person sing. aorist with 2nd person pl. suffixes, like in this part: ister ekler ister eklemesınız? By the way, eklemesınız should be eklemeyesiniz in formal language, right?

ister...ister is a frozen pair of words that means ´whether...or´.

ekle|r = stem + AOR

ekle|mez|siniz = stem + NEG AOR + pl 2nd ´you don´t add´

The personal ending is not repeated but added to the second verb only.

If it was

ekle|y|e|mez|siniz = stem + BUFF + POT + NEG AOR + pl 2nd

and it would mean ´you cannot add´.

OK, thanks for help

I must ask one more thing, what does actually alone öner dım mean?

I don´t know the word "dım" and no dictionary contains it.

"önerdim " is one word that means " I suggested "

öner [verb stem] + di [past tense suffix] + m [personal suffix for  "I"]

It is up to you is more appropriate here as ´´it is down to you´´ means ´´it is your responsibility.
