Yes, You guessed it right. It is about the wedding.

Literally ; Bu yaz = this summer

             Hayırlı--> this is an arabic origin word which means "good" [  to do something right, nice and meaningful for others. It could also mean the blessings and welfare God blessed us  with]

                     Hayırlısıyla --> something with God´s blessing [goodness] on it.

                     düğün var ---> there is a wedding.

----------------------------------------------------------------

Speaker  is more likely referring his/her wedding.

With God´s blessing the wedding is going to take place this summer.

With God´s blessing there is  a wedding  this summer.

Another phraise --> Hayırlısı olsun ;

May it end up best for us .

May it [things] turns into best for us [you,me,they,he/she/it]

We need context to say that [could be his,hers,theirs or someone else´s wedding] however my guess is the speaker´s [ who wrote the message]. But as I said, we cant say definite.
