My Guess:

 

Maybe is XXXing (koymak has a hundred meanings, how would I know) but his idiotism is beyond our power. You know, he is feeble-minded, what is there to do?

i dont know what "biki" is, maybe mistyped.

translation of the rest:

onun geri zekaliligi bizim elimizde degil. salak iste napcan.

his idiocy isnt in our control. he is stupid, nothing to do about it.
