Just my thought on the matter I have heard that seni seviyorum can mean I like you, and Turks seem to use this quite alot but It dosent actually mean I loveeeeeee you ,am I correct?
As a cultural matter, we don´t normally say "Seni seviyorum" to eachother as much as Westeners say to eachother. We show our "love" in different ways. Say , A son or a daughter in a traditional Turkish family, in a normal day saying that phrase to her/his mother/father is so slight possibility. Even a man who is 20 year old , when he is setting off to his troop , you can not hear him saying to his family members [sister,mother,brother,father] "seni seviyorum" however you might hear him saying that to his fiancee [it is quite possible as he is in love with her] in a secret place where his family can not hear, or in a whispering voice . Instead he says to his parents " Kendinize iyi bakın", " Allaha emanet olun", "Hakkınızı helal edin" by these affectionate and caring phrases he shows his affection to his family.
That doesnt mean to say not all families are same. By the western life style influence including western phrases such as "kendine iyi bak" , among the new generation we sometimes here "seni seviyorum " adressing to their parents.
Nothing is wrong with saying that straight to their face [family members] however it should not be stay only in words but it should be shown in acts too.

Deli, I know this is not the answer to your question but I just needed to explain this "seni seviyorum " business in Turkish culture.
when it comes to your question ;
It depends on who you say ; If you say to your lover than it should be " Seni seviyorum" = I love you"
If you say to someone you just fancy " Senden hoşlanıyorum" --> I fancy you
If you want to say just " I like you " as a friend --> you can say " Seni arkadaş olarak çok seviyorum " It is possible for a woman to say a man "sen çok iyi bir arkadaşsın, gerçekten seni çok seviyorum" but you need to add some explanatory sentences instead of saying that directly [ Sen cok iyi bir arkadaşsın, beni hep koruyorsun, seni seviyorum" ] otherwise that friend of yours might misunderstand your intention.
