What is the meaning of this saying in a romantic context?
"Kalbinde gözüm var."

Thank you Harp00n, but the meaning is still vague to me.
Dose it mean something like this "I have an eye on your heart, so be aware!", or is it something different?

well, actually as you mentioned this phase is in such a romantic context, so it is not really right to translate this as "I have an eye on your heart" which is kinda robotic translation. A good translatation to this would be "I want to be with you".
