ebil= can
but the rest I couldnt get it explanation is needed

to be able to laugh - it is accusative
gül-ebil-me-y-i
gül: to laugh
ebil: be able to
me : to (infinitive)
y: buffer letter
i : accusative

me = infinitive marking (makes it a noun)
y = buffer
i = accusative ending
To understand it completely you should look at it in a sentence, especially in connection with the predicate verb.
