Is this correct"Insanlar cok dostucanlisi" The people are/were very friendly. Is this correct? Is this present or past tense?

 This is quite formal. You´ll more often hear "cana yakın" - literally meaning "close to the soul".

 

İnsanlar çok cana yakın.
