It depends on your nationality. From some countries it is free, from other countries, you can buy a 90 day visitor´s visa at the airport.

Philippines: Ordinary passport holders are required to have a visa to enter Turkey. They can get their 15 day period visas from Turkish diplomatic representations abroad.
