Just wondering if anyone on this site could give me some information in regards to Immigration.....

I have a Turkish friend who has applied to immigrate to Canada. He is being sponsored and the sponsorship has been approved, but the processing of his documents for Immigration will take up to 16 month to be processed in Ankara. Has anyone had experience with the process?? If so, my question is this: since he applied from Turkey, is he eligible to go to Canada while waiting for his papers to be processed, and if yes, can he apply to work in Canada, also while waiting for the processing to take place? I realize this site is for learning Turkish, so I apologize to anyone who feels this is an innapproriate place to ask. Any thoughts would be greatly appreciated....just thought I would ask.
