Does it have something to do with telling the future from coffee grounds? My guess.

No, it doesn´t. It´s a slang way to say "stop right there!" or "hold it!"

actually it must be "hooop de bakayım". with a long "o" to indicate stop right there.

with short "o" sound it means jump, rather than stop.

background: someone on a horse wants to stop a walking horse may say "hooop" to stop it. mostly hey say "çüşşş" baş "hooop" in usage, too.
