Merhaba.

I tried to translate this piece of an article:

"Demokratikleşme paketi ile il ve ilçelere eski ismine dönüş kapısı açılınca, özellikle Doğu ve Güneydoğu´dan TBMM´ye isim iadesi için teklif yağdı.

Talepleri değerlendiren AK Parti, değişiklik tamamlanmadan w, x, q harfleriyle ilgili isteği de işleme aldı.

 

AK PARTİ, BAKANLIĞA GÖNDERİYOR

Başbakan Tayyip Erdoğan´ın açıkladığı demokratikleşme paketi çerçevesinde il ve ilçelerde eski isimlere dönüşün kapısı açılınca, Meclis´e de bu yönde teklif yağdı. Ak Parti gelen teklifleri İçişleri Bakanlığı´na göndermeye başladı."

 

This is what I was able figure out on my own:

"Just as the door of return to the old names for provinces and districts opened along with the democratization packet, propositions concerning restitution of the names , especially from the East and Southern-east, have flowed into the TBMM.

Without completing the alteration(s), The AK Party, which is reviewing the requests, has focused on the claims regarding the letters w, x, q.

The AK Party sends to the Ministry

The door of return to the old names in provinces and districts was opened within the scope of the democratization packet announced by the prime minister Tayyip Erdogan. Also, identical propositions have flowed into the Parliament. The AK Party has started sending the incoming propositions to the Ministry of Internal Affairs."

 

And now I have a few questions, concerning the troublesome parts marked in red:

1.) What do you think, is the best translation for teklif yağdı? I suppose it implies that there was a large number of the requests coming to the government, but I´m not sure if this way of thinking is right.

2.) Something is not right with the second paragraph... I am also sure "değişiklik tamamlanmadan" means "without completing the change(s)", but I don´t get the point of the sentence.. So, they started working on the names which contain a certain letter, but still didn´t finished some change... Which change??

3.) Also in the sentence from the 2. point- can "bir şey işleme almak" mean "to foucus on something" as I translated it?

4.) And finally, why in the first paragraph it was enough to use the indefinite tamlama: ismine dönüş kapı and in the last sentence the same expression required the full Genitive suffix: isimlere dönüşün kapı??
