"Sesi soluğu çıkmamak"  is an idiom. We use it when we don´t hear from someone for long time.

You are very quite [Long time no see[talk] ] ---> Sesin soluğun çıkmıyor.

The second part is a bit like a puzzle, since it is certainly mistyped, or letters are mixed .So I will just speculate on this part.

The closest possibility comes to my mind is that  a word in Azerbaijan dialect which is  " harda mısın  sen? " ---> Orda mısın  sen ? ---> Are you there ? where are you ?

 

So, the whole text would be something like ;

 

You are very quite [ Long time no see] , are you there ? [where are you ?]

 

**************************************************

And in  Gaziantep dialect --->  "hardasan sen ? " ----> Where are you ?

You are very quite , where are you ?
