Work permit for teachers in Turkey

Hi all, 

I´m a teacher working in Turkey and I´m changing schools this August, which means a new work permit. 

MEB - the Turkish Ministry of Education - has recently come out with new ´rules´ regarding work permits for teaching in Turkey. Does anyone know if teachers already established in Turkey need to go through all this?

I spoke to someone at the Ministry of Labor who told me that since I´d already been granted 2 work permits as a teacher in Turkey I technically should be able to present the exact same credentials/diplomas/etc. as I did the first two times, but they would check to make sure... 

This was 3 days ago and, despite calling back several times, I have heard nothing since.

Does anyone know whether this is true or not. Does anybody have a contact number at MEB???

Thanks in advance for any and all help. This is very important and time sensitive.

I´m hearing conflicting things. One of my friend also teachers lower grades, and told me her paperwork has to go through YOK, which is actually for higher education. I think that´s simply impossible, but she wouldn´t really listen to my reservations I did hear several people say that you have to show MEB (or whatever) your high school diploma now. But, if you wait long enough, that rule will also fade away. We won´t have the blue book anymore but a card, and the work permit will also act as a residency permit.

Is there a number limit for the work permits or does the government issue that for any teacher who finds a job in Turkey?
