Is negative necessity expressed with the negative verb form and the -meli suffix or is it more common to use değil?
For example:
Ben bir araba kullanmak lazım değil.
Bir araba kullanmamalıyım.

It depends on what you want to say. From your sentences the second one only is correct.
1. Ceket giymek gerekli değil.
There is no need to wear a jacket.
There is no need to wear jackets.
It isn't necessary to wear a jacket.
It isn't necessary to wear jackets.
2. Ceket giymemeliyim.
I must not wear a jacket.
3. Çok konuşman gerekmez.
You don't have to talk too much.
4. Çok konuşmamalısın.
You must not talk too much.
5. Gitmene gerek yok.
You don't have to go.
6. Gitmem gerekmez.
You don't have to go.
7. Gitmeme gerek yok.
I don't have to go.
8. Gitmemeliyim.
I must not go.

First of all both of the above sentences are used in different situation.
The correct sentence is >>> Benim (bir) araba kullanmam lazım değil.
This sentence with "değil" mostly describes that to drive a car is unnecassary in a particular situation.
Örnek : İstediğim her yere taksiyle gidebilirim, bu yüzden araba kullanmam lazım değil. - I can go everywhere I want by a taxi, therefore it is not necessary for me to drive a car.
>>> (Bir) araba kullanmamalıyım
This sentence mostly describes a necessity.
Örnek : Çok alkollü olduğum için araba kullanmamalıyım. - Because I am so drunk I shouldn't drive car.
I think these examples would help you to distinguish the difference.
