There´s not really a difference when you use like this

+ O Gelecek mi? (Is she going to come)

- Belki (Maybe)

when you put "de" it sounds like you will say something else like:

+ O da gelir mi? (does she come too?)

- belki gelir, belki de gelmez. (maybe she does, maybe not)

X: I think ... = bence ...

Y: Belki de = that´s a possibility too (among some others)
