in this sentence "mevcut planın işe yaramadığının ortada olduğunu" kaydetti

in this sentence I am confused with yaramadığının and olduğunu can someone explain it

Here is my try but I´m not Turkish !

"işe yaramadığının" is the subject of the verb "olduğunu" which is the complement of "kaydetti".

You could translate it this way : 

He wrote down that it became clear that the available plan could not do the job.

Matt has already explain it well. But I would like to add more information.

When you are quoting a statement, you change the verb of that sentence to a noun.

For example:

Faruk: Ben eve gidiyorum.

Pekka: Faruk eve gittiğini söyledi.

Your verb could be anything else: söyledi, kaydetti, iddia etti, belirtti, etc. You usually see this type of sentences in news.
