"CHP Genel Başkan Yardımcısı Mehmet Bekaroğlu, usulsüz biçimde telefonlarının dinlendiğini belirterek hükümet ve polisler hakkında Ankara Adliyesi´ne mağdur sıfatıyla şikayetçi olduğunu belirtti."

Here is my guess :

"The Vice-President of the CHP Mehmet Bekaroğlu indicated that he had filed a case in his capacity of victim against the government and the police at the Court of Justice of Ankara by specifying that his phones were wire-tapped illegaly."

I´m unsure about the verb "belirtmek" and what does it mean exactly.
