I m wondering if a foreigner working in Turkey with a working permit could get outside Turkey and visit other places in Azia or Europe for exemple..

Yes. As long as you have a working permit you can come in and out of Turkey as much as you like, within the periode for which your permit is valid.

But you must apply for visa to other countries, to be allowed to enter those countries. You can check on the websites of the embassies how to apply. If you want to go from Turkey to Western European country, you can apply for a Schengen visa in any Schengen country. It´s worth while to check different countries, because strangely enough, all countries have different admission policies.
