Is this sentence a correct way of expressing "never"?

Köpekler hiç bir zaman aç değil mi?
Dogs are never hungry are they?

Or is it better as just:
Köpekler hiç aç değil mi?

Dogs are never hungry.

Isn't it a weird sentence as logic??

If you said dogs are always hungry, I'd say ok, but...

Köpekler aç - dogs are hungry (now)
Köpekler aç değil - dogs are not hungry (now)
Köpekler hiç bir zaman aç - dogs are not always hungry
Köpekler her zaman aç değil - dogs are not always hungry
Köpekler hiç bir zaman aç değil - dogs are never hungry

Hiç cann't be in a sentence all by itself
,not like English

You can say in English

İ never saw this ..ama Türkçede you cann't say same

Bu hiç görmedim ..means i never saw this

Hiç come in negative sentence or in a questions,in the meaning of 'any' in English

You mean "hiç" cannot be used without either a negative verb form or "değil"?

evet,in a sentence ,we use it only with negative

But in case of the questions,i am not sure if it can be alone or must be with negative form too,
