Just to examen my understanding for the sentence order

Temiz bir çevre için yerlere çöp atmamalıyız

Means,for a clean surroundings,we mustn't throw garbage to the places !

Doğru mu ?

And what places ?

Yep,you got the order right, there`s just a slight difference in the meaning of yerlere,yer-ground,so basically yerlere would mean on the grounds, but in English sounds better when it`s single. The same rule goes for havalar and weather (again plural in Turkish and single in English)

To keep the surroundings clear dont throw garbage on the ground!
