Stating facts with aorist or -mekte present

While I was in Turkia I managed to get some children's books
I am sure these will generate lots of questions on here but for now just one!!!

The title of one book is Filler Arabaların Üzerine Oturmaz
which I translate to mean Elephants Do Not Sit On Cars.

But why is it oturmaz and not oturmakta değil?
This is stating an encyclopedic fact so would the -mekte present not be better? Or is it that the -mekte present is not used because it is a children's book???

oturmakta sounds likely oturuyor = is sitting. it implies that it is sitting at the moment of speech

and the negative form

oturmakta değil means that it is not sitting at the moment of the speech

however "oturmaz" has distinct idea of the action in general and independent of time. mostly similar to "to do and/or not to do"

but if you use the verb like;

ayşe bu evde oturmakta. then it means ayşe is living in that house or ayşe lives in that house. in general and also in the speech time
