The word above could be a noun or an imperative..

* when you use it as an imperative, the stress should be on -lan-, right?
kulLANma - don't use!

* when you use it in an expression like kullanma tarihi - usage date, expiry date - where would you put the stress then?

İ don't understand what you mean by the stress on LAN, you mean in pronunciation ?

YES

kullanMA-the stress falls over the last syllable
