Can somebody tell me how to make the difference of gender?
For example, why CANDAN is masculine, and ARZU is feminine?

Candan can be a female name as well

No way. You just have to know it.
By the way CANDAN is a female name as well. Some names are used by the both gender.
Here is a list of the names used by the two genders (as far as I can remember)
Candan
Şirin
Esin
Deniz
Hikmet
Ülkü
Yaşar
Kamuran
Mükerrem
Bilge
...
