Well, I have lived in Turkey for around a year, being a young blonde girl. I cant say I have ever experienced any such thing. Upon arrival, Kadir made a comment about how I stared around me and smiled all the time. I didnt really understand what he was saying, till I realized that the Turkish girls have this certain 'look': they look straight ahead of them and they dont smile unless thye talk with someone. One could even find them looking angry or arrogant. You should try it. Maybe it is because you are too busy looking in front of you and dont realize being stared upon, but I havent experienced being stared at since.

Turkish men not alliens,we all have some good and bad habbits aswell all others,but i can say that a woman or girl never an object for a traditional Turkish man,coz they aware of that they are the mums or the mother candidate for future,thats a life reality to always some sexual thinks keeps busy human brain,but thats point how you can control urself by looking em with different eyes...and thats an another reality of traditional Turkish people,mostly a high wall between girls and boys,so the both sex very stranger each other till to get married,some males can win this problem with strong personality while that make a big problem or frustrations on others...

Yes you are right. cultivate "the look" and avoid eye contact with guys you dont want to look at you, and it is a whole lot better. As a foreigner I can spot a foreigner walking down the street even if she/he isnt blond as we have this way of looking up and round and smiling at everyone. If I can spot this ... then a guy who is a jerk will be very practiced at spotting it too.
How to act when they stare at you and you didnt want it: just ignore it. Dont dignify them by even acknowledging their presence.
How to act when they cal out to you. Just ignore them totally, walk on, dont look at them or smile youll just encourage it.
Some useful phrases (not to get into conversation, but shout loud so other people see you are upset and will help out):
Sana ne (whats it to you?) is nesponse to that old Q what is your name, where are you from
Beni rahatsız ediyorsun (You are making me uncomfortable)
And a whole pile of less polite versions of the same thing.

This is exactly where some Turkish men draw a line.. the girls that are potential candidates for marriage and the girls that are just for fun.
For anyone who has seen the film Duvara Karşı/Gegen die Wand, there is a scene where this becomes rather clear: When Cahit, a Turkish man who has cut himself loose from Turkish traditions and has taken over western morals, sits around the table and plays a game with the men from his new family, the convresation turns to sex. The men talk about how they 'fuck whores' and Cahit simply asks why they dont just do their wives. The Turkish men get furious, you cant talk about 'fucking' and your wife in the same sentence.
Fucking here may seem as a bit extreme word, but it does show that the Turkish men in this film are pictured to distinguish (hard?) sex and their own Turkish women.
