Taking a mobile phone to Turkey

Hi all,
I wonder if you can help. I want to take a mobile phone over to Turkey as a present for my friend. I read somewhere that I would have to declare this to customs on arrival in Turkey so that we can then register it later on. Is this correct? If so, what will happen if I don´t declare it when I arrive?
Thanks in advance for any information you can give on this.

its not necesary to declare it at border but to use it in Turkey he/she has to register that IMEI number. For Turkcell at least.
