This is how the date is set:
"It is celebrated on the 10th day of the month of Dhul Hijja (ذو الحجة of the lunar Islamic calendar, after Hajj, the annual pilgrimage to Mecca in Saudi Arabia. This happens to be approximately 70 days after the end of the month of Ramadan."
Turkey bases itself on the scientific calender to determine the position of the moon, which means that the date is fixed a long time already.
Other people (eg. the Moroccan society overhere) don't base themself on the scientific calender but on the moment on which the new moon above Mecca is visible with the naked eye.
Hence the different dates.

so how would you wish someone happy bayramlar for this festival then? in turkish?... is it the same as the festival 70 days ago, just "iyi bayramlar" ???

It's not the same. The previous bayram marked the end of ramazan, this bayram marks hajj (the pilgrimmage). And yes, you can say iyi bayramlar

It's not the same. The previous bayram marked the end of ramazan, this bayram marks hajj (the pilgrimmage). And yes, you can say iyi bayramlar |
Or "Kurban Bayramınız kutlu olsun".

Well Im actually on holiday in Istanbul now, and according to everyone it started today! the 31st! Lot of pressies and lot of *iyi bayramlar* today!
