I think you have to go naturally... don't say something you prepared... say it how it's comming also it depend of the person... some persons are really romantic and other REALLY don't like romantic things... but you have to know the person for that!!

As someone has already written above, it should be something spontaineous. I think the best way is to listen carefully what a person u care about is saying. Later it is nice suprise when u can accord to what she said before. Or when she is saying about something she likes an u give her the thing she mentioned long time before...
