I think this would carry serious political risks for Turkey. What are your opinions?

This is overdue already. Yes. End this problem now.

Why did the Turkish parliment refuse to allow US Forces to attack Saddams army from the North, especially having a vested interested in Iraq's future?

And also because Turkey wanted to join the invasion, not just be the entry point for the U.S. Turkey wanted to secure it border but the U.S. would not allow it. And Turkey refused billions of dollars from the U.S. to change its mind. But Turkey stood to its principles and refused.

Which principles? It all was government's fault. They did "horse bargain" (in Turkish "at pazarlığı") for a few billion dollars more.
A simple no at the very beginning would suffice. They gave the impression that they would allow US troops to enter Turkey (another reason for rejection. We (Turkish people) didn't like the idea 100000 US soldiers positioning in SE Turkey, so deputies voted for no).
