My attempt and comment, this person seems upset over the payment of lack of of 6 monthes pay or allowance either to themself or somebody else. They seem frustrated with what they consider to be excuses.
"For Pleasure apparently was to come delight you apparently have brought I would in the future smile
why not you? the 6 month salary TR you apparently gave, if you erred 3 monthes not knowing you must go, what became of that coming?
Hoping the mistake you didn't know, that your coming I much delighted, now because 6 monthes my (more) waiting is unecessary.
That you are always leaving we get.
Your Whys this between you made, and TR how did he pass?"

I hope you don't get me wrong, the fact that you come over makes me very happy. Now I don't have to wait for six months. We will continue as you left (where you left?).
By the way, what have you been up to, and how did TR (Turkish?) go?

then I'll try the first part:
Welcome, you've brought delight with you (expression meaning- welcome) my dear Gülay. How come you've gone to Turkey for 6 months? If I'm not mistaken not even 3 months had passed since you've left, what happened that you came?

it's ok Elisa, I found it like this:
safa
1. freedom from worry, untroubledness, ease.
2. pleasure; delight.
3. party, entertainment; pleasure outing.
safa bulduk! Thank you! (said in reply to the greeting Safa geldiniz!).
safa geldiniz! Welcome! (said to an arriving guest).

Me too, at first, but as "sefelar" didn't sound right (vowel harmony etc.) I tried other options as well
